destroyed owing primarily to an
increase in hospital autonomy.
An inadequate community health
care system is one reason for
the rapid increase in medical
costs and its re-establishment
is one of the strategies being
employed to combat unreasonable

Community Health Management
Systems have been established to
provide curative preventive and
